The fast development of our country, urban and rural integration will be the development direction of the future. At present, many urban and rural bus in economically developed areas opened. Because the passenger flow of urban and rural public transport has gradation, relative city bus passenger flow has difference, this determines the planning method should also with the traditional public traffic planning has the certain difference. Bus passenger OD is the basis of planning, in public transport demand forecasting, theory-oriented and station layout design and so on has the vital role. Research under the background of urban and rural bus transit passenger flow OD estimation for the integration of urban and rural areas have important practical significance.The characteristics of the urban and rural public transport, firstly analyzes the matrix backstepping is helpful to decrease the cost of planning, improve the efficiency of data acquisition, clarify the meaning of OD matrix backstepping. Then analysis of urban and rural bus passengers taking a stand for statistical distribution features, with the city’s bus passengers aboard compares the number of station, bus passenger OD matrix layers in the urban and rural areas are defined against the basic train of thought. And then put forward the suitable for urban and rural public transportation passenger flow OD backstepping method, namely statistical analysis and mathematical programming method of stochastic user equilibrium method. According to the number of bus passengers between urban and rural areas by standing rule, could be divided into towns, urban and rural bus county-rural layer and the intercity bus routes three levels. Bus passenger OD matrix analysis of the various levels of backstepping method and the specific operation steps. Finally combining haining urban transit planning project, applying hierarchical backstepping method and train of thought to practice, and push the result matrix and compares the actual survey matrix. Find hierarchical backstepping than traditional backstepping, small error 7.28% county-rural layer, layer in the intercity error 4.45% smaller. To prove the practicability and operability of the method.
