In recent years, along with the transferred of the national highway engineering construction, including the new road construction and the reconstruction of old road, plateau area of highway engineering construction start into a period of great development. But the study on the concrete factors influencing the highlands highway engineering cost in our country is few for the past years, and with the development of science and technology, a large number of new equipment, new materials, new technology, new craft have begun to emerge,which increased the difficulty of the early stage of the project decision-making, and reduced the construction units to the enthusiasm of the highway engineering construction in plateau area. Therefore, factors affecting the highlands highway engineering cost, and to determine the supplementary quota is very necessary to work; In addition, through the artificial,mechanical norm adjustment coefficient of plateau area, the plateau supplement quota into the general area quota also has great practical significance.This paper relying on state road 317 line Ganzi section reconstruction project,researching the plateau highway engineering project supplementary quota, mainly includes:According to highway engineering cost valuation rules, the influence factors of highway engineering cost in plateau area summarized to three aspects, which is quantities, factors of production, unit price, the rate, and analyzed the three factors on the quantity, price, cost based on the influence law of construction cost systematically, puts forward the necessity of the preparation of supplementary quota.According to the national highway 317 Ganzi section of reconstruction project engineering practice, combined with the project construction drawing budget documents of each construction blocks identified ten supplementary quota establishment breakdown. After carefully analyzing quota compilation principle, basis and method, using the in-situ timing observation method in field measurement of the 3000 to 4000 meters above sea level detail about quantity machine consumption data.In order to achieve the complementary norm commonality, studies how to convert machine consumption in plateau area to general areas of consumption. Concrete through comparative analysis our country ministry of transport, ministry of water resources, the ministry of railways and the provisions of the Tibet autonomous region on quota increase coefficient, this paper expounds the ministry of transport according to the altitude, the two aspects of engineering category divided plateau construction increase the rationality of the fee rate, and on this basis to further study possible relationship between the rate of the same elevation, different category, and the same project category, different elevation.Through quadratic polynomial regression method to study the same project category existing relationships between different altitude and the rate, which is the plateau area increased construction cost rate among each other is a significant correlation, and based on the data obtained from the measured, with the help of set a theoretical analysis of the legal system construction in conformity with the practical situation of relying on the project plateau increased fee rate table, eventually will plateau region by the schedule of rates and compiled by the supplement quota into general region of the norm.Through the study of thesis, on the one hand, successfully completed the relying on project supplementary quota of preparation work, for the future in the region of highway engineering valuation provides a more perfect valuation basis; On the other hand, realized the plateau supplement quota with general region norm transformation research, therefore is of great significance.
