However, their application in the implementation of SMS and QMS, has produced some problems more or less, such as uncoordinated management system, cumbersome management processes, contradictory management document. These issues will have a direct impact on the level of flight test institute about safety and quality management, resulting in safety and quality problems, so the flight test institutes research SMS and QMS integration is of practical significance.Based on the background of civil aircraft flight test institution management system and combined with the present development situation both at home and abroad, this article analyses the features and key points about SMS and QMS of flight test institute deeply,the complementary and mutual benefit between the SMS and QMS based on their similarities and differences, then analyzing and comparing SMS with QMS on principle, method, application and the relationship between the two to determine the feasibility of integration of the two systems, builds up the incorporate method based on the feasible investigation about the two system, comprising the all-sided combinationin system file, system operation, daily records, organization, management activities, data analysis and other aspects, finallythe quality and safety management system(QSMS) established and practical worked, optimized management processes, improved the level of quality and safety management. |
