Therefore, the paper that carries out in-depth study about the risks of the bidding of the university infrastructure projects has some theoretical significance and practical value.The paper describes the bidding procedure of university infrastructure projects, analyzes the risks of the decision-making phase, design phase, tender preparation stage, tender stage and the signing of the contract stage Combined with the characteristics of university infrastructure projects and proposes the effective preventive measures from different stages. From the point of reducing the risks in bidding of university infrastructure projects and the key point for the bidding,the paper establishes a multi-objective and multi-attribute utility function model and use the analysis methods of genetic algorithms to determine a reasonable period, quality, cost and security sub-goals in the tender documents according to the integrated management thought.
