Research On Cost And Benefit Analysis Of The Renovation Project Of Shantytowns

In recent years, the state vigorously promote the renovation projrect of shantytowns. The renovation project of shantytowns has become the most important work of urban construction. It is a livelihood projects, performance engineering,its success or not, related to the stability and the sustainable development of the society, is an important part of constructing harmonious society.Therefore, the renovation project of shantytowns has a large external effect and strong public welfare nature, it is necessary to analysis and evaluate its contribution for the national economy. but there is little research on the renovation project of shantytowns in this area, has not been able to form the theory and method of evaluation system of a fairly standard.Based on the cost and benefit analysis as the research method, the renovation project of shantytowns’ contribution to the national economy are discussed. Mainly do the following:(1)Analyzed the characteristics of the shantytowns and transformation model,summed up the transformation of shanty towns to be imperative, "government leading,market operation" mode of transformation, which is conducive to the implementation of the shantytownst. Using the analytic hierarchy process(AHP) to calculate weight of the design scheme of the ecological indicators, and satisfaction with the ecological environment suitable for shantytowns renovation project design scheme is evaluated,this paper provides the basis for the identification and calculation of the cost and benefits of shantytowns project.(2)The cost and benefit of the renovation project are identified, using shadow price system to adjust the internal effect(direct costs and benefits); and to calculate the external effects(indirect costs and indirect benefits), especially discusses the calculation method of the pollution charges and ecological environmental benefits of shantytown renovation project, the choice of human resource and the contingent valuation methodwere used to carry out monetary calculation, and select the net present value and the economic internal rate of return as the evaluation index of the renovation project cost and benefit analysis, and finally established the cost and benefit analysis system of shantytowns project.(3)Using the above conclusions and methods to analyse and evaluate the costs and benefits of the two different types of shantytowns project in xi ’an. Demonstrated in this paper, it is exercisable and important of the cost and benefit analysis method which established in this paper for the analysis of national economy of the shantytowns project.
