| The development and construction of the city not only needs strong economic support, but also needs more complete urban public infrastructure. With the mass urbanization, construction and management of city infrastructure in Jinjiang also suffered a great deal of pressure and test. Based on the existing domestic and foreign research theory, the article takes the empirical study on the problems and countermeasures through to the study of the pipeline in jinjiang city.And municipal comprehensive pipeline using the theory of public goods supply "public-private partnership" management theory, combined with literature, case analysis, interviews and data analysis of research methods such as the various and multi-level systematically discusses the jinjiang municipal pipelines and related problems of the construction management and maintenance management. Of jinjiang city integrated pipeline construction management problems mainly include the low level of overall, horizontal regional differences, urban planning lag, no long-term planning, etc. To solve these problems, this paper argues that can take the measures are: unified pipeline design, science develop long-term planning, unified construction main body, avoid cross construction, promote efficient and intensive space layout, etc. Jinjiang city comprehensive pipeline maintenance and management problems of mainly include: management concepts backward, imperfect management system, supervision mechanism is not sound, lack of effective management mechanism, management unit, the high cost of maintenance. To solve these problems, this paper argues that measures taken are: to enhance management consciousness, management measures, deepen the reform of the management system, strengthening the construction of archives management, and to speed up the informationalization of the municipal comprehensive pipeline, through these measures, to improve the level of small town municipal comprehensive pipeline management better. |
