Performace-based seismic design philosophy was first proposed by the United States and Japan scholar in the last century. In recent years, Chinese scholars have gradually undertaken a number of research work about performace-based seismic design. However, this performance-based seismic design philosophy is still confined to the theoretical status, not yet promote to engineering practices. At present, "Seismic Code for Performace-Based Design of Building" which is edited by the relevant units and departments in Shandong Province will be enacted. Performace-based seismic design philosophy was introduced to this code.but, there are two questions need to consider before the code promulgation and implementation, first, we need to consider how to apply the code to the practical engineering designs, namely the implement of the code; second,we need to consider performance differences between structure seismic designed by "Seismic Code for Performace-Based Design of Building" and "Code for seismic design of buildings"(GB 50010-2010), namely the contrast of the new and the old code.Focuses on these questions this paper gradually expand the analysis and discussion, mainly including the following two aspects:(1) Compare the content of "Seismic Code for Performace-Based Design of Building" and "Code for seismic design of buildings", summarize the differences between the two code in the seismic design philosophy, seismic design methods and so on; according the method of implementation which is based on "Code for seismic design of buildings" used in the commonly used design software PKPM to get the method of implementation which is based on "Seismic Code for Performace-Based Design of Building" in PKPM.(2) Researching and expounding the analysis methods and contents of seismic fragility, using the bilinear demand model and Bayesian theory for seismic fragility; exploring the seismic performance differences between the steel concrete frame structure which designed by different code based on the seismic fragility analysis.Through the above analysis and discussion, we obtained the differences between the Performace-Based code of Shandong province and the national seismic code, given its application methods in commonly used software, it can help designers to understand and grasp performace-based seismic design philosophy better, thereby to spread the new code better; the results of seismic fragility analysis about steel concrete frame structural based on different design code shows that the seismic performance of structure designed by "Seismic Code for Performace-Based Design of Building" is significantly better than designed by "Code for seismic design of buildings", the seismic performance difference between the two code reduce with the improvement of seismic intensity.
