Research Of Container Terminal Operation Risk Control

With the vigorous development of the logistics industry, container terminal, as an important node of logistics chain, whose leading role in the development of regional economy is becoming increasingly popular. Today China coastal cities are active in the development of port economy. Container is a product of transport standardization, and now its development at the scale and speed is rapid, which promotes the development of wharf. Container terminal logistics chain as an indispensable link, and it has become a hot topic that how to strengthen the operational risk management on the basis of pursuing the development of speed and scale. Importantly, doing research and effectively selecting operational risk control method is good for improving the service level and economic benefit of the enterprise.Based on the fully understanding of the significance of container terminal operation risk management, this paper is introduces the concept and meaning of the risk analysis, risk evaluation and risk control. This paper analyses container terminal operation risk evaluation’s requirements and steps, and identifies operation dangerous and harmful elements. This paper expounds the present situation of safety assessment of domestic and international container terminal, including the research of laws, regulations and standards, the analysis of characteristics of container wharf safety evaluation, and the analysis of the existing problems of container. Then, the security features of container terminal, the foundation and evaluation of domestic and foreign methods and on the selection of safety evaluation method for container terminals are fully researched. This paper proposes a DHGF evaluation model, which has strong superiority. Then, on the basis of DHGF evaluation model, this paper takes Guangzhou Nan Sha port as an example, and establishes container terminal operation risk assessment model. Finally, based on analysis of the evaluation results, the paper is to study the operation risk control counter measures on container terminal.This paper provides the convenience for the personnel of container terminal security management, and provides scientific basis for decision making. This paper’s goal is to help the managers and workers correctly identify operational risk work, and there is guarantee that the operational risk is under control. Moreover, through finding a balance between work and security, guarantee the operational risk is under control offers better services for the development of container terminal and the majority of customers.
