With the rapid pace of urbanization, the urban population and transport grows rapidly, which arouses more and more demands for the current management of city. Domestic and international practice shows that the establishment of local urban intelligent management integrated with intelligent traffic control and management, emergency management and other functions has a great effect on improving the urban management efficiency and enhancing the ability of responding to emergencies. Therefore, the topic in this paper is of great significance.Based on the project practice of Nansha District intelligent traffic control platform,aiming at improving the level of management, supporting the smooth urban flow, improving traffic order and enhancing service levels, this paper would build open-source GIS platform with the functions of road identification, emergency management, and emergency induction. In this paper, a method of association rule mining to obtain the optimal path of taxi trajectory data in emergency induction is presented. With this method, the efficiency to obtain the optimal path could be greatly improved, thereby speeding up the response to emergencies, providing better support for city management, especially for emergency management. Research on the key technology of open source GIS and emergency induction, the main contents in this paper include the following aspects:(1) According to the technical requirement to build open-source GIS platform, the realization of the technology was presented, including an overview of geographical information systems, Web GIS technology, open source Geo Server and Open Layers implementation.(2) To achieve real-time emergency induction, traffic parameters are compared one by one thoroughly. In order to acquire the consuming time weight between intersections in the network precisely, appropriate parameters used as fuzzy comprehensive evaluation index for judging the real-time traffic parameters are selected and a fuzzy comprehensive evaluation model is established. Then the contrast of the simulation and example verify the reliability of real-time traffic state identification with the fuzzy method.(3) In order to acquire the optimal path for emergency induction, the method of mining taxi trajectory data by association rules is proposed. Through mining taxi trajectory data with association rules, the relevance between target intersections is simplified. Then an example is used to verify the high efficiency of mining taxi trajectory data with association rules in emergency induction.(4) Finally, this paper provides an overview of the realization of the Nansha District intelligent traffic control platform and shows its main function.
