Global climate change brought unexpected losses to the human, the world has been widely accepted by climate change will cause the development of the human cost of ideas, and will rise to global environmental issues of climate change, to carry out extensive discussion and research on the issue.From reducing greenhouse gas emissions and save energy of these two aspects, the research applied for international cooperation project "based on fuel cell and peltier cooling technology of energy saving and reduce greenhouse gas emissions combine the study of the environmental protection system", to control climate change explored a new way.The chemical energy of the fuel cell is a kind of fuel by electrochemical reaction,directly converted into electrical energy power generation device;Semiconductor refrigerating unit is based on the peltier effect of semiconductor materials as the core device, does not use refrigerant refrigeration;These two devices are little impact on the environment of the new green equipment, thus promoting its application can greatly reduce the emissions of greenhouse gases.This article mainly analyzes the problems existing in the fuel cell and the research state of power supply system, and the research status of hybrid power supply system power management.This paper introduces the development of fuel cells, working principle, features, etc., according to the load characteristics of the semiconductor cooling device was designed based on DC- DC converter of the overall structure of the fuel cell power system.In view of the power supply system of the energy management problem, proposed the control method based on fuzzy logic.According to the fuel cell system and load of power matching, make double DC- DC converter in the Boost and Buck mode switch, implements the system of energy management, make the fuel cellswork in the best condition, at the same time let the battery SOC above the minimum limit value.On the premise of fuel cell power output stability, to control the storage battery charging and discharging, which absorbs excess energy or overload state.Design of fuel cell power system hardware circuit and control circuit, and completed the schematic design, parameter calculation and components selection, write the related control software.Has set up a platform experiment, carried out relevant experimental study, the effectiveness of the proposed algorithm.
