With the rapid development of urbanization process of China and increasing global climate change, the planning and development of urban drainage system have been seriously lagging behind, resulting in frequent floods in major cities initiated by emergent heavy rainfall, which causes extremely serious economic losses and social impact. Meanwhile, numerical simulation of urban flood has been an important way of the planning of urban drainage system and urban flood control. Therefore, it is of great significance for the study of urban flood model system development, which is real-time, efficient and reliable for data management and simulating application to supplied with relevant technology support for dealing with the urban flood problem.This paper combines the advantages of modules of advanced one-dimensional models and the self-developed two-dimentional model, and constructs a urban flood model utility system coupling of one dimensional and two dimensional models system to completely simulate the process of urban flood included underground pipe flow and overland flow.Firstly, a one-dimensional model of rainfall-runoff and pipe network flow is built integrating the hydrology module of HEC-1 and the hydrodynamic module of EPA-SWMM. Comparison between models and the module split is carried out, followed by the work of source debugging, model generalization, module controlling, parameter integration and interface programming. And it is successfully applied to simulation and analysis of road flood problem in a case of one catchment in Jinan City.Secondly, a two-dimensional overland runoff hydrodynamic model is built on the basis of the discrete of two dimensional shallow water equations by staggered leapfrog finite difference scheme, comfirming the initial conditions as well sa wavefront energy transmission, overflow and wall boundary conditions, in consideration of the problem of stability and error, with fortran programming language and data format for less storage space occupation. And it is necessary for verification to use the model in a case of Huashan Lake in Jinan.Finally, a coupling urban flood model of the one dimensional integrated model and the two dimensional model built before is constructed and crucially developed into a visual windows application with the implement of the interface for flow exchanging, in addition with user interface visualization and database design based on ArcGIS technology platform, viewing from the system overall structure and function requirements, which is successfully applied to validate the feasibility of the model system.
