As a kind of clean renewable energy, wind power is stable and rapid development in the world, and the offshore wind industry owing to good wind resources, saving land, near the electric load center, and many other advantages, is becoming the world’s focus on research and development direction. Waters in our country, the offshore wind power resource is very rich, according to the China meteorological administration preliminary results, detailed survey of wind energy resources in China offshore area within 5-25 meters water depth line,50 meters high above sea level wind power installed capacity of about 200 million kilowatts, with huge offshore wind development potential.This paper comprehensively the research of the offshore wind power resource observation and evaluation of the various methods at home and abroad, and the existing main problems and development direction, a detailed analysis of the global offshore wind power resource distribution, from the perspective of the atmospheric circulation, the global distribution of air pressure belt and belt, analyzed three key areas in Europe, America and China offshore wind power resource distribution. At the same time, analyzes in detail the tropical cyclones affecting the development of offshore wind, the sea fog, salt fog, ice, lightning and other meteorological disasters.This paper mainly studies the general situation of the climate characteristics and wind energy resources in north jiangsu, in dafeng weather stations as a reference station, analysis of the meteorological station wind parameters. Using two dafeng area 24 km away from the wind tower (a seat in the land, a seat on the sea) of raw data, a detailed comparative analysis, such as the average wind velocity, turbulence intensity, wind speed, air density changes in, and day, wind shear index, the main wind direction, wind parameters, such as the sea is obtained relatively high wind speed, turbulence intensity is relatively small, wind shear is relatively small, such as the main wind direction relatively consistent preliminary conclusions. Finally, the comprehensive analysis of the parameters of various wind conditions in north jiangsu, wind turbine design and type selection of north jiangsu coastal sea has carried on the preliminary discussion.
