Historic district is a historical witness, which not only retains our precious material heritage, but also plays an important role in the inheritance of culture. With the rapid advance of the urbanization of our country, most of these blocks are faced with functional degradation, assimilation of cultural characteristics and other problems. The timely protection and renewal of these precious historic blocks plays an important role in renewing values.It is announced that Maotanchang town of Lu’an City becomes one of the historical and cultural towns in our country in 2007. The object of this study lies in the township. Mingqing Street originally acts as important commercial streets in the Dabie Mountain area, but it begins to act as residential blocks in recent years with the decline of economy. Since 2005 years, the conservative policies of Old Streets are made. However, according to the survey, there are many problems in the streets. They are the imbalance of population structure, the lack of node and public service facilities, the traffic problems and single-function problems.Therefore, the protection and renewal of old streets is not ideal. In order to protect and renew the value of old streets, the author tries to make a good use of the enlightenment from related theories and practice and respectively proposes suggestions such as updating planning strategy, supporting planning and management strategy, and the strategy of the perfection of laws and so on. The author puts forward the above suggestions to solve the problems in the four aspects of coordinately regional development, protection of content, planning and management, and laws.The first chapter of this paper mainly introduces the purpose and significance of this study as well as the scope of the study. The second chapter analyzes the related research at home and abroad, and acquires the enlightenment and thought from the historic district. The third chapter is an empirical study on the old streets which is built in Ming and Qing Dynasties. First of all, this chapter makes an analysis on the constituent parts of value system of Maotanchang Town. Furthermore, this chapter makes an analysis on the value and status of this famous town from the perspective of coordinating regional development. At last, this chapter makes an analysis on the related policies and laws and finds that many local laws and regulations are absent and concludes that the lack of specific plan leads to the trouble in the preservation of the street.The fourth chapter summarizes the status quo and the characteristics and problems of the old street. Based on the above analyses, the fifth chapter puts forward the principle of protection and renewal and proposes the specific solutions from aspects of the updated content, planning management and regulation. The sixth chapter summarizes the above five parts and puts forward constructive suggestions for the development of streets in the future.
