The secondary energy is converted from the primary energy through processing. As an indispensable part of the secondary energy, electrical energy has always been playing a prominent role in the construction and development of the national economy. China’s economy has long been in a rapid growth, the need for the electrical energy has been staying at a high level all long as well. This places greater demands on the normal operation and maintenance management of the power equipment. The core of equipment management is to maximize the cost-benefit ratio during the equipment lifecycle. After decades of development, the theory of equipment management has evolved from the breakdown maintenance of the very beginning to the pattern dominated by condition-based maintenance together with other equipment maintenance strategies. This kind of equipment maintenance pattern has been widely adopted by the domestic power supply enterprises.The power supply system consists of sectors including power generation, transmission, transformation, distribution and consumption. This paper focuses on the equipment maintenance management of the power transformation sector. Based on the study of the background and requirements of the power supply industry, a web-based Java management system for the power transformation equipment maintenance is designed and implemented. The design of the system follows the MVC design pattern, and the implementation adopts the 3 most popular Java Web frameworks: Struts 2, Spring and Hibernate. This web-based Java system covers all the fields of power equipment management, including breakdown maintenance, periodic maintenance and condition-based maintenance. Users can manage the information of the manufactures, types, accounts, daily inspections, periodic maintenance plans and daily maintenance of the power transformation equipment. Function of data exportation is provided in both the daily inspection management and daily maintenance management modules. Users are allowed to export the data and save them as files of Microsoft Excel format for further analysis to extract valuable information to supply reliable basis for plan making of the condition-based maintenance. Meanwhile, functions of data backup and system management are also available. By means of these two functions, system administrators can back up the data and assign different system access privileges to different users.The test proves that the intended design goal has been achieved in terms of both the system function and system performance. The system can be applied as the platform for equipment maintenance management of the power supply enterprises to help improve the quality and efficiency of the maintenance management of the power transformation equipment.
