The contradiction between the urban vehicle travel demand and the lack of capacity of urban road network has become increasingly prominent. For this purpose,the government has invested a lot of financial funds in the construction of urban transportation infrastructure.For the cities of aside the river,the construction of the cross-river channel has several forms.Study on that different schemes has different influence toward the urban road network,and then select the better one to build.The analysis and evaluation of special traffic impact on the proposed project is a quantitative analysis method for different construction schemes in the planning stage.On the basis of studying the methods and experiences of TIA at home and abroad,this paper analyzes the concept and characteristics of urban cross-river channel and the necessity of TIA between different schemes before the project build.After that,based on the characteristics of this kind of construction project,this paper studies the city breaking-point theory model,and put forward the method of determing the scope of TIA about this kind of urban transportation infrastructure.After that, explainning the process of writing this paper and the content of TIA about this project.analysis and determine to use the road traffic capacity and service level as a quantitative evaluation of the parameters,given the urban road and intersection traffic capacity calculation formula.Finally,to determine the use of the average traffic impact degrees as the city comparison of indexes in the evaluation.Comparing with different construction schemes of road network construction projects at both ends od the influence degree.With the established evaluation index system, contrast and evaluate the different construction project schemes,obtain the tetter design scheme of the urban road network traffic service function,and analyze the contents and principles of the optimized traffic system organization after construction was completed.Finally,take people cross-river channel as an example in Jilin city,use the city breaking-point theory and evaluation index system of average traffic impact degree proposed in this paper,determine the scope of the proposed project impact asseaament.contrast and evaluate the traffic impact effect of different construction schemes,obtain the optimal construction plan at the end.And optimize traffic system according to the selected optimal scheme,organize and guide the traffic flow that enter or exit the construction project,so that the cross-river transportation service can function more perfect.
