In recent years, the rapid development of urbanization in our country, followed by the phenomenon such as the increasing population density and the economy even more closely between the relevant cities, has put forward a higher request to the urban traffic environment. In order to meet such requirement, the construction of a comprehensive transportation network of rail transit skeleton is an effective way generally accepted to alleviate traffic problems such as urban congestion. However, as the product of the city developed to a comparatively high level, metropolitan area is an urban spatial form generally applied in our country under the trend of new pattern urbanization. Therefore, the research of the traffic problem and the urban planning of big cities in China, choosing the metropolitan area as the research scope and the public transit as the research object, is a new angle and corresponding with the demands of the times. With the accessibility as the metric, this paper studied the change of urban public traffic environment under the rising of the metropolitan area, and attempted to analyze the traffic problem from this angle in our big cities, and put forward rationalization suggestions on the urban development.As the index of convenience degree from travelers’ traffic behavior, the definition and measurement model of traffic accessibility change with the difference of the research object. Depending on the research purpose of this thesis, the definition of accessibility was given firstly. On this basis, considering the characteristics of metropolitan area’s public transit, a combined model of the gravity model and utility model was built to measure public transit accessibility in metropolitan area through the contrast study of accessibility of existing measurement model.This paper presents the improvement ideas and the exact calculation process of new build combination model, for more complex calculations, this paper choose to take use of some relevant software. Then, based on Stated Preference Survey, this paper calibrated penalty time and time value with different purpose and different mode of public transit. At last, this paper verifies the validity of the model through calculation with the use of traffic planning software which is based on Geographic Information System. Moreover, public transit accessibility of Big-Xi’an was analyzed from various angles, and according to the results, the urban planning and management advice of metropolis based on public transit accessibility was given.
