Research On Information Systems Planning Of Highway Management Enterprises Based On Complex Network Theory

Information systems planning of highway management enterprises is one of the important measures of improving the efficiency of the highway. At present because of the industry characteristics the highway management enterprises still lack of effective information systems planning. On one hand the reason is that the management system problem, and on the other hand it caused by cross of management and technology. The existing method of information systems planning are based on the perspective of management, and it mostly qualitatively and logically plan the business systems. The result is that the phenomena of "information island" and the link between the information system fuzzily, and function repeat design,at last it makes the information system not to have the good effect. The purpose of this paper is from the view of the highway management enterprise and in the new perspective of complex network to make system planning and to establish common apply to highway management enterprise information systems planning method.Firstly, paper carries out on the highway management enterprise information systems planning requirements analysis, summarizes the business enterprise value chain system, and analyzes the business management process. And then it summarizes the information systems planning of the target enterprise goals.Then, the paper proposes the theory of information systems planning strategy of highway management enterprises based on complex network, and establishes the corresponding mathematical model, and proposes the information system respectively planning which should follow the principles of strategy from the macro and micro to guide information system planning.After that, the paper proposes a kind of method of information systems planning based on complex network. This method contains a kind of information network modeling method based on information flow and information system planning method based on the structure of the community. Modeling method based on information network of information flow is different from the other software modeling methods. It sets up information model with the input and output information of information system in the macro considering. The model can effectively reflect structure characteristic inside the system and between the information systems. And then, the model network is divided into a number of community structure based on the theory of complex networks to complete the preliminary information system planning.Finally, the method of information system planning is applied to a highway management company. According to get the topological structure of the company’s maintenance business we analyze the network in all kinds of complicated network parameters and characteristics of network, and make the preliminary planning. We use the analytic hierarchy process(AHP) to evaluate each solution, and get the final system solutions.
