Highway accident rate increased year by year, which not only causes serious casualities and property loss, but also leads to traffic congestion and vehicle retention. The development of Internet of Vehicle supplies a new way to solve this problem. Vehicle can communicate with other vehicles or road side infrastructures using this technology, which then support the real time warning of accident. Considering that the broadcast scheme in existed warning system always turns out a high packet loss, while vehicle in highway encounters network connection interrupt when vehicle come through different network, this paper begined with three accident decision methods aiming at judging three different accident type, after that, analized the distribution of target nodes in different accident scenario and proposed two message broadcast schemes. By studying the technology of heterogeneous network handoff, put forwads two vertical network handoff algorithms using the multi-hop of VANET, thus improved the accident warning method in highway scenario.Firstly, on the foundation of analysis the framework and key technology of the Internet of vehicle, this paper compares some typical technology in Vehicle-to-Vehicle and Vehichle-to-infrastructure communication, builds a high way communication scenario using 4G and DSRC technology; secondly, designs a traffic information collection method by construct a collection model, while proposes a highway accident identify method considering three typical accident type; thirdly, analysis the message type and target node’s distribution according to different accident type, put forward a congestion warning message broadcast scheme and a accident message broadcast scheme. Then by studing the process and the key technology of heterogeneous network handoff, this paper detailed discusses the process of network handoff when vehicle runs in the constructed scenario, come up with.finally, build a three lane highway secinario with heterogeneous network including 4G and DSRC using Veins, and evaluated the performance of both waring scheme and handoff algorithm.Result shows that the warning scheme can effectively warned the vehicle before the accident happen, besides, compared with Flooding broadcast, the two proposed message broadcast schemes have a greater advantage in packet loss rate, network overhead and delay, thus can assure the real time transmit of the warning information; at the meantime, compared with the handoff algorithm based on RSSI, the two proposed handoff algorithm can extend the time that vehicle spend in DSRC network, while the handoff times can keeps low,which is good for avoid ‘ping-pang’ effect.
