Countermeasure Research On Rural Road Construction, Maintenance And Management In Shanxi Province In The 13th Five-year Plan Period

As an important part of road network system, rural road is a vital link of rural economic development and integrated urban-rural development. Under the guidance of national policy and fund support, the rural road construction in China has entered a new development phase, which provides a solid foundation for the new rural construction and better living standards. According to the strategic plan of building a well-off society in the 18 th National Congress of the Communist Party of China, the implementation of Ministry of Transport’s goal of four-good rural road construction should be further advanced, rural dwelling environment in rural reform and development should be improved, and rural road development should be regarded as the key part of improving people’s livelihood and serving “agriculture, countryside and farmer” to point out direction for rural road in new situation. Since the 12 th Five-Year Plan, Shanxi province has taken the opportunity of all-around reform experimental area of national transformation of economies dependent on resource exploitation, insisting on taking scientific development as the theme, taking infrastructure construction as the breakthrough point, perfecting rural road network construction, improving technical indicators constantly, laying equal stress on construction and maintenance, realizing basic normalizing maintenance of rural road, taking the lead to realize the full coverage of asphalt pavement(cement concrete pavement) and hardened streets and alleys in administrative villages that have possessed the conditions, improving rural road capacity and service level, providing strong traffic basic guarantees for rural economic development, agriculture modernization construction and farmers’ income growth.Rural road development in Shanxi Province has got a remarkable achievement, while there are some prominent problems, such as unbalanced regional development, unreasonable network function, low construction standards, low investment, defective security facilities, which cannot meet the requirements of a well-off society. According to the field survey and analysis of situation demand, this research takes hotspots and challenges of rural road construction, maintenance and management in Shanxi province as the entry point, draws lessons from the advanced experience of rural road development inside and outside the province, deepens management system reform of rural road, improves policy and innovative mechanism constantly, analyzes comprehensively, explores new models of construction, maintenance and management, and puts forward countermeasures and safeguard measures for rural road development in Shanxi province. This paper takes road network planning, choice of technical standard, construction program, maintenance model, financing mechanism and supervision and appraisal system as key points, improves liability subjects’ ability of performing responsibility, enhances coordination, advances the relevant policy, establishes investment way based more on central finance institutionally and systematically, eliminates traffic bottlenecks that restrict the rural development gradually, explores to establish operating system and development mechanism of rural road construction, management and maintenance, improves rural roads’ development quality and fluency level, realizes the ultimate goal of four-good rural road construction, and promotes comprehensive and coordinated development of rural road construction, maintenance and management.
