Whether the RAP materials can be used directly as flexible sub-base when the remaining pavement has enough carrying capacity in the old asphalt pavement recycling. In order to verify this feasibility, this paper has been to probe both of experiments and theoretical analysis. On the base of the analysis about the composition and strength mechanism of the RAP materials, this paper decided to evaluate the RAP materials referencing to the standard of graded gravel. The RAP material’s gradation comparison of the different deflection, milling machine type and milling depth was proved. When using the gray theory to evaluate the gradation, the results were very close to using the CBR value and the maximum dry density as evaluation Criteria. In the study of the influencing factors of the CBR value,we got the binomial regression relationship of the not flooding CBR value and the degree of compaction. This article proved that the grad was the biggest factor to influence the RAP materials resilient modulus by using the top face with Lateral Restraint method. The forces of the pavement structure would occur a huge change after setting the RAP material flexible sub-base.This paper conducted the theoretical calculation of this pavement structure. The variation about pavement deflection, Layer bottom tension-bending stress and the top layer of press strain etc under different parameters was revealed. The test section was designed as that the equivalent resilient modulus was determined in the case of RAP material layer and the remainder of the old road being a homogeneous body. This paper summed up the construction technology and quality control of the RAP materials flexible sub-base by setting the test road as while as tracking and detection of the completion deflection and the post strength.
