In recent years, with the rapid development of economy and the increasing of power users and power demand, further power reform is essential. Demand side management is an important factor of electric power market to create an energy saving economy. Mentioned in this paper, based on the demand side management of family energy management model is an important means to users participate in power system operation actively, positive response demand response signal, to ensure the stable operation of power system is more secure and economic. Above all, the ordinary home user is the smallest unit of demand. In conclusion, according to the price signal how to optimize the family load and make the cost minimum is the main research object in this paper.First of all, the basic theory of demand response project, management technology and support and related regulations based on the currently existing policy are introduced in this paper in detail. At the same time, some of our existing users who have adopted the demand response project, combining with the perfect foreign demand response project, were analyzed and researched.Secondly, after the study on the actual situation of project data and existing technical conditions and combining with the average home user load regulation, the method of price demand response based of the difference of motivation and price is proposed. The effect to user’s usage of electricity from timing electricity price, demand elasticity coefficient, motivation mechanism is analyzed by emulation.Finally, Home energy management model is built, which optimizes the time into days and rest days, and uses optimized BCC(Bacterial Colony Chemotaxis,BCC) algorithm to emulate in MATLAB, by setting reasonable period of time for different equipment and under the premise of meeting user comfort. To compare the optimization results between the improved BBC algorithms and traditional BBC algorithms suggests that the improved BCC algorithm has better accuracy and convergence. Moreover, by comparison with difference minimization algorithm, The result of the simulation shows that the proposed control method based on the demand response can optimize the allocation of energy resources effectively, so as to achieve the rational allocation of household electricity load and reduce energy waste of power.
