In order to accurately predict the response of the reinforced concrete structures under earthquake especially the rare earthquake, the performance-based seismic design method can help the buildings keep the intended function. The contents of domestic specification are mainly about cast-in-place concrete structure performance-based design and the design method is not very reasonable when the components get into yielding, also there is no corresponding performance-based design method for precast reinforced concrete structure. In order to investigate the performance-based design of precast reinforced concrete structure, this paper carried out the following work, and some important conclusions are obtained as follows:First, introduced the basic concept of performance design; compared the definition of performance levels both domestically and internationally; summarized some relevant experiments about the monolithic precast reinforced concrete structures.Second, the converted concrete compressive strength between Chinese test value and American concrete strength with little difference in low level strength grade, but with the increase of concrete grade the difference can become lager; the tensile strength test value in our country is smaller than the American concrete axial tensile strength in both low or high strength grade, but with smaller difference in common using concrete grade; both rebars have the same elastic modulus and uniform elongation; Then, the column plastic deformation ability showed little difference with American Standard through yield displacement angle and ultimate displacement angle fitting formula, span depth ratio is not high and its design parameters close to the standard limit value of the second or third level beam is only with small difference too, other fitting calculation formula should be carefully use; Then, before the peak strength both of them have good agreement, the stiffness before yielding of force-deformation curve and test skeleton curves are basically the same.It proved that the yielding chord rotation 0.005 has certain reference significance for reinforced concrete beams;the force-deformation curves decreased rapidly after peak strength while the test skeleton curves decreased slowly, that means standard force-deformation curve can nottruly reflect the seismic behavior of components after yieding. Finally, according to the study of cast-in-place concrete structure performance-based design parameters, compared the difference between monolithic precast reinforced concrete structures with cast-in-place structures, concluded the scope of application of the cast-in-place concrete structure performance-based design parameters in monolithic precast reinforced concrete structures, and suggested “three index” in Guangdong province standard “Technical specification for precast concrete structures of Building” performance-based design method, suggested force control and deformation control effect and position; divided the connection into strong connection and ductility connection. Research shows that different material strength representative value can affect the performance of components and structures, judging whether the deformation control effect is entering the yield stage by using the material criterion value can make the actual structure in an unsafe condition, suggested that the average value of material strength can be used to determine the actual state of the structure under earthquake; structures containing strong connection or not with almost the same story drift and interlayer shear, but the structures with strong connection the story drift and interlayer shear will be slightly larger with precisely comparing.
