| With advancement of an infrastructure construction project, which results more complexity and chaos. How to enhance the supervision to a technological transformation project is a critical and challenging task to ensure the project quality and make good use of budget.According to the idea of "take the budget as the golden thread, utilize the information as the carrier, turn the regulation into procedure, and make the supervision under control", conventional post-project supervision strategy can be improved to a strategy of pre-project and real time supervision by unifying business flow, logistics, and cash flow as information flow and use this information flow to better the standardization, the flow management, and trace of a project. Information technology can also better the financial management, and guaranteed specific budget is used for specific purpose, and hence to enhance the efficiency and effect of supervision.Based on the above ideas, through the research to a technological transformation project, an construction in progress supervision system can be designed following the top-down rule. The rule of thumb is the lump-sum contract while the main supervising objects are important material purchase, equipment purchase, and project subpackageas. The payment is solidified as a procedure and conducted by condominium account. Business flow, logistics, and cash flow shall also be designed to match each other. Through these critical paths in a technological transformation project, common issues within the deployment of a project, such as illegal project affiliation, illegal project sublet, and inferior and/or less material are used in the project can be prevented as early as possible.This article first introduces the background of construction in progress supervision system, describes the problem that needs to be solved, elaborate its significance, clarifies the content of this work, and provides the system development methodology and corresponding techniques; and then it proposes the project objective of system design and applies a detailed demand analysis, including business analysis, functional analysis and data analysis. In the business analysis, system’s existing problem, organization and original operation flow are analyzed and an optimized operation flow is given; In the functional analysis, through the data flow analysis and data dictionary, the function of system is defined. The structures of various general function constructions and functional modules are also given:including system administration, the fundamental data administration, contract management, payment management, Important material management, and data statistic modules; In data analysis, various data that needs to process within each module has been analyzed, their corresponding E-R charts are given, and a database has been established; Finally, a summary of this work is drawn. The author highlights her main contribution and also point out the limitation of this research. She also provide a vision for the work that can be done in future. |
