Through the ages, the study of the “Shen Bao” which is the longest Chinese newspaper in modern China by many scholars has never been interrupted. Most of the objects of these studies are the late news report of “Shen Bao”. However, there are few studies of the early news reports. In the early news reports of “Shen Bao”, “Yang Naiwu’s Case” which made a great flutter was a representative work of them. In this paper, through the method of literature review, analysis and conclusion and text analysis, the writer studied the style, content and objective effect of the reports of “Yang Naiwu’s Case”, founding that the news media had been trying to drive the function of supervision by public opinion objectively at the time. It is this case that reflects the modern news media promoted judicial justice through the supervision by public opinion.
