Research On Environmental Law Enforcement Data System Based On Word Similarity Retrieval

As computer technology developed, the Internet and all related technologies are more and more applied to life of human being. For the sake of improving the efficiency of government, some departments selected e-government system to replaced traditional office mode increasingly.In environment protection area, ecology and environment issues are comparative serious due to the developing of industry and agriculture. However the existing inquiry methods of laws and regulations are restricted by time, space and equipment. It affects the efficiency of law enforcement officer, so it is vitally important to make sure that the law enforcement officer could search texts of the laws and regulations anywhere and anytime.In order to meet the demands of system construction of Dali Erhai Environment Laws and Regulation Management System, the paper provides a detailed design of system architecture and programming, which uses JSP and MYSQL data base to develop the system. After that, similarity computation of Chinese words is discussed. Because of the specialty of legal terms, combined with HowNet, we develop a keywords set with different similarities,which can solve the issue of not being able to retrieve the result due to the mismatching between legal terms and keywords. Finally, an illustration of system testing is given to verifies the feasibility of system design and algorithm.
