As a platform for laboratory informatization, automatization and modernization in the Internet Era, the appearance of LIMS(Laboratory Information Management System) and ELN(Electronic Laboratory Note) makes some differences for modern laboratory. The application of LIMS-ELN should extremely improve the whole ability of laboratory and enhance th e work efficiency. LIMS-ELN successful implementation of the laboratory will provide a real, effective, traceable, auditable data sources for the future of big data mining and the data utilization.In order to provide a professional analytical service to its customers in an objective, impartial, timely and accurate manner, the headquarter of SIFDC borrowed experience of its Waigaoqiao Laboratory to use LIMS and ELN to manage its sample turnaround, instrument interface, test data, quality control data, standard management, customer management and certification of analysis, etc. The electronic worksheets replace the hard copy of reports. In this way, the level of laboratory management, the work efficient and the accuracy of data are getting improved. And, LIMS-ELN provides a good environment for laboratory certification and accreditations, so the SIFDC’s authority as a governmental laboratory is getting better. LIMS-ELN also can provide a chance for SIFDC to become a world top lab.This thesis bases on the latest development of computer science, combines the advanced LIMS technology, ELN technology and database technology, analyzes SIFDC’s requirements, designs and implements the LIMS and ELN of the SIFDC’s headquarter. It laid a solid foundation for the future development of information technology of SIFDC.In the chapter 1, the paper introduces the background of the project for SIFDC’s headquarters laboratory automation and paperless implementation. In the chapter 2, it introduces the development and application status of LIMS and ELN. The third chapter introduces the system design, and the fourth chapter describes the detailed design and system implementation.In chapter 5, it highlights the difficulties and solutions encountered in system design. Ideas of the virtualization design for dynamic template ELN and using ELN blank template have far-reaching significance for promoting the development of third-party laboratory information industry. It has opened up a highway for the development of China’s information industry of third-party laboratory.In the end, chapter 6 concludes this paper and makes further prospects.
