China has been transforming their economic policy in the area of science development and technology innovation from a quantitative way to a qualitative way in recent years. These changes lead China to a peak of science and technology development. Jiangsu province, which is the most economic developed province in the Yangze river delta area, has been standing in the front line of the reform and opening up since1980s and made great contribution for the development of science, economy and society in China. Judging from the investment of funds and human resources, the construction of infrastructure and the achievement of technology innovation, there is a huge improvement of technology innovation in Jiangsu province. However, there are still some problems such as weak innovation and lack of core technology, which could lead to the issue about the output performance of technology innovation.This dissertation, which is based on innovation theory, endogenous growth theory and input-output theory, will try to analyze the distribution situation of science and technology resource input and output in Jiangsu province in a econometric way. In this dissertation, seven indexes about input of innovation will be set as argument and three indexes about the output will be set as strain. An indicator system will be built and this system will help to find out the major element that affect the input and output of technology innovation. Though the system which is mentioned above and the partial least squares regression model which will be introduced in the rest part of the dissertation, four main conclusion can be give below as the main idea of this dissertation:(1) There is a significant relationship between the fund, construction and human resources inputs and outputs of science and technology innovation in Jiangsu province.(2) Comparing with funding issues, construction and human resources investment is a more important element for the improvement of technology achievements.(3) Comparing with construction and human resources investment, R&D investment contributes more to the development of technology.(4) There is no significant chain reaction among all three indexes about the output which are set as strain. The number of patent authorization plays the most important role in the output achievements and it has a significant relationship with the development of hi-tech companies. These conclusions mentioned above discuss all the issues that could effect the technology innovation and point out the key input element which can affect the output of technology innovation. This dissertation will try to contribute several policy suggestions about the improvement of technology innovation development and help policy makers to build up their strategy about Jiangsu province’s economic development in order to release the full economic power of Jiangsu province.
