| The article explains the path of the reverse technological overflow effect respectively from three aspects: companies, industries and countries, and then analyze reverse technology spillover effect under the talent flow mechanism. And analyze the change of research findings by its talent structure transformation and explore talent flow promote reverse technology spillover and technological progress. Based on the empirical analysis of the research results, the article put forward the corresponding policy recommendations from two aspects: enterprise and the government. For enterprise, strengthen international research and development level, make up for the technology gap through merger and acquisition, make technical standard for convenient communication between personnel and technology and cut research and development personnel for better research and development quality. For government, guide enterprise to go abroad, encourage and guide enterprise research and invest overseas and strengthen support for personnel training.Through empirical analysis of Huawei talent flow for recent years, we get conclusion that talent flow influences reverse technology spillover through the path of reverse technology spillover. In the mechanism of talent flow, host country human resource level, investment country human resource level and personnel localization level also affect reverse technology spillover. Judging from the results of talent flow, Huawei internal talent flow really gave rise to the reverse technological overflow effect. Talent flow on reverse technology spillover and technological progress promoting effect is mainly reflected in the following: talent flow promotes the overall research and development; Talent flow assists company to accomplish merger and implements the industrial layout; Talent flow can promote industrial chain upgrade for upstream and downstream enterprises and enhance the technological level of the entire industry. |
