With the deepening development of the reform of state-owned enterprises, Y railway investment companies should seize the new development opportunity for the construction of cast iron to realize the sustainable scientific development of the companies. Constantly seeking financing, increasing the project, implement the strategy of diversified development at the same time, the management change of the companies is imminent. As an important content of company management, the implementation of performance management reform is one of the most important measures of the company to obtains the talent advantage, improve the overall performance and enhance the core competitiveness of the company.In this paper, based on Y rail investment company’s own performance manageme nt exist large optimization space, we lead in the western advanced performance mana gement theory, and adhere to highlight the principle of outstanding corporate strategy oriented, according to the problems existing in the company performance manageabili ty from the aspects of performance appraisal system and the performance managemen t process optimize the company’s performance management to enhance the level of co mpany performance management and to promote the development of the company as soon as possible. In the process of the specific optimization, according to Y rail invest ment company performance management problems combined with the comparative a nalysis of the performance management tools, we carry out the optimization work Tar get. Firstly, use the SWOT analysis model to analyze the company internal and extern al environment to set scientifically development strategy of the company, which provi des the basis for the strategy oriented performance management design of the compan y. Secondly, using the strategy map, key performance indicators, such as the balanced scorecard, we solve the problems of the performance management of the core and dif ficulties, according to the evaluation index system on the company to optimize design; Finally, the guarantee of performance management implement are elaborated from fi ve aspects as following: the performance planning, performance coaching, performa nce evaluation, performance feedback and application of performance results.In this paper, there are five parts. The first part introduces the background of the research significance, research status at home and abroad, and the method of research, difficulty and innovation point; In the second part, we review the strategic management theory from the three aspects of the performance management, strategic management, and the relationship between performance management; The third part is Y rail investment company performance management at present situation and existing problems of analysis; The fourth part in view of the problems, from the performance evaluation index system and process control optimization measures are put forward; The fifth part is the conclusion of this paper and research prospect of next step.
