With the development of economy, the deepening of social division of labor, there is a phenomenon, personals and enterprises concentrated in a certain area. This kind of phenomenon is common in the world, aroused wide attention from scholars all over the world. Scholars think that industrial cluster can improve regional competitiveness, is an important engine to promote the development of regional economy. Based on cultivating industrial cluster regional brand is an effective way to raise the overall strength of industry cluster. Scholars from different research perspectives, using various research methods, to study on the issue of industrial cluster based on cultivating regional brand. Scholars generally believe that, the formation of regional brand needs the government, the joint efforts of enterprises and industry associations such as the main body. However, the entities are not isolated among. Their decision will affect the behavior of other entities.Therefore, this paper analyzes the formation of regional brand cooperation and conflict between the relevant subjects from the perspective of game theory. Not only studied the game within the regional brand between subjects, and the game between the enterprise and the consumer is also studied. According to the results of analysis, proposed the enterprise maintain regional brand conditions, Effective way for the government to restrain illegal business behavior, industry associations’ impact on the game, and integrity of corporate strategies to win consumers. This study contributes to regional brands’relevant subjects a deeper understanding of cooperation and conflict between them. Conclusions can guide related entities play a greater role in the process of building a regional brand.Finally, this paper select Heshan Shaping footwear industry for case study, with the help of game’s conclusions, on the existing problems in the cultivation of regional brand, puts forward suggestions.
