Content:The property tax pilot job started in Shanghai and Chongqing in 2011. It aimed at the residential property tax. Even though three years has passed by, but the practical data about the residential property tax levy has told us that it did not reach the expected effect both from the regulation of housing prices and optimization of local government’s fiscal income, etc. Because the property tax was started at the background that the macroeconomic regulation and control at real estate market has low efficiency and the house price is always high, and it is still in the initial pilot phase now, we have to draw lessons from international experience in order to develop and reform it. Combing with its own population, resources, environment and some other factors is still needed.By reviewing some outstanding contradictions and problems which need to be solved urgently on residential real estate market in our country, the writer divides the 70 major cities in China into three levels according to the economic development and comprehensive strength standard on the basis of summarize the developed countries experience in the property tax, and tightly around some prominent contradictions of human development such as population, resources and environment. And Beijing, Xi’an, Lanzhou are chosen as the main representative. The writer has analyzed the different characteristics of residential real estate market of one, two, three line city in our country and summed up the reason why property tax pilot hasn’t reach the expected result in our country. This paper discusses the function of collecting house tax under the background of high house price from the following aspects:population changes, the wealthy, the supply and demand of the real estate market, the trend of internationalization,and curbing speculative buying and investment property, releasing some additional homes of the speculators and investors, improving and optimizing the fiscal revenue sources of local government, gradually substituting for house purchase restriction, adjusting housing price and narrowing the gap between the rich and the poor.The author selected analytic hierarchy process (AHP) to analysis the importance of the factors which impact China’s one, two, three line city residential real estate market. According to the weight of the factors examined for different city real estate tax policy should be biased towards different priorities,summarized differential property tax levy of the strategy and plan which respectively suit for one, two, three line city structured finally. Aimed at one and two line cities, for example, should be mainly through high tax rates to curb speculative buying for investment, guarantee the rigid demand;And relatively stable third-tier cities for the housing market development should through the reasonable policy to guide the market supply and demand,such as only the large surface using high tax rate to encourage consumers to buy small and medium-sized area of housing, etc. I hope to provide some valuable suggestions to the implementation of the property tax and real estate tax legislation in the future in our country.
