The Research On The Effect Of Public Finance Expenditure On Public Service Satisfaction

The allocation of social resources under the condition of market economy is composed of two parts, respectively is the market allocation and government allocation.The market in the allocation of resources is usually implemented by the price and the relation of supply and demand adjustment, and the government configures the resources through the financial revenue and expenditure measures.The public finance expenditure is one of the two fundamental aspects of the financial revenue and expenditure, and it plays a key role in promoting the healthy development of social economy. It is not only an important way to realize the public function of the state, is a powerful lever in the state regulation, the harmonious development of economy and society to promote economic structure optimization and upgrading.Marx’s opinion is that the financial "ultimately it comes down to the actual needs of the masses of the people",now at the primary stage of socialism public finance budget is limited,it is urgent need to discuss the related problems about our current public finance system reform that how to optimize the structure of public finance expenditure to improve the public service satisfaction.In this paper, the first chapter studies the Marx’s fiscal thought which hasan important guiding significance in building a service-oriented government, only using the will of the people to public service satisfaction as a measurement tool can make a public finances more reasonable; The second chapter studies the local government public fiscal expenditure and analyzes the concept and theory of public service satisfaction, and introducing public service satisfaction is studied in the field of government public finance reality basis and the relationship between the two, laid a theoretical basis for further empirical analysis; Third chapter on the basis of combining the theory of related research, measures of social security and basic medical and public health, public security, education, environmental protection, culture and sports in six aspects of the changes in the public finances influence on satisfaction of public service through the method of panel data analysis, it is concluded that the per capita spending on social security, basic medical and public health expenditure per capita, per capita spending on environmental protection and cultural and sports expenditure per capita are significantly impact on the public public service satisfaction, and public safety spending per capita, per capita basis education spending has no significant impact on the public public service satisfaction, and in the fourth chapter puts forward Suggestions for the fiscal expenditure structure optimization, will focus on the actual demand, public issues of building a service-oriented government and improve the government public finance expenditure structure optimization combination were studied.
