Study On The Optimization Design And Promotion Measures Of Rural Land Right Realization Scheme

The three-agri-issue concerning agriculture, countryside and farmers is the fundamental problem in China while rural land is the key to solve the three-agri-issue. The rural land issue mainly includes three kinds of problem, contracting, homestead and ownership. The registration and certification of the rural land started from the year 2010 which deepening the reform and solving the problem of the three-agri-issue by defining the land right, ensuring farmers’ legal right, promoting the development of agriculture.The research of this paper mainly based on the practice of confirmation of the rural land in Guanxian from the year 2013 to 2014. Starting from the related concepts, this paper studied the general working procedure and programs of the confirmation of the rural land. With detailed introduction of the working principles and basis, the paper managed to improve the working procedure and programs according to the practical situation in Guanxian. After settled the improved working procedure and programs, this paper continue to discussed the problems from three aspects, the government, the company and the farmers. Concluding the suggestions and solutions against the problems.The studying of this paper shows that the confirmation of land right should be done from the practical situation and the working procedure and programs chosen by Guanxian is the proper one. On the other hand, the government is suggested to actively promoting the politics and supporting the company’s working. The company is required to overcome the difficulties and serving the farmers. The farmers are expected to participate in the practice.
