Research On The Auditing Problems Of "the New Third Board" Listing

As a part of the national multi-level capital market system, the new third board market is developing on the basis of the original third board market. The State Council released decisions on major issues concerning national SME share transfer system in 2013, and after that more and more SME companies prefer to raise capital by listing on the new third board. Until 2015, there have been 5129 listed companies in the new third board market, valuing 2460 billion yuan.In the progress of listing, professional service firms must be involved. Accounting firms with securities qualification will be responsible for auditing and capital verification. As a leader in the new third board market, Ruihua Certified Public Accountants undertook the HX audit engagement in 2014, and performed on-site audit service next year.However, the quality of financial accounting team of pre-listed SME companies is relatively low, the accounting body is imperfect, the financial accounting system is abnormal, and the financial administration foundation is weak, which cause problems and lower efficiency for auditors. The writer participated in the HX audit engagement and considered that it was of valuable reference.HX Company, the study object of this paper, is preparing to list on the new third board. And this paper introduces new third board listing audit programs and then focuses on auditing problems of the new third board listing, analyses causes of these problems and then puts forward related solutions.This paper is a special research and intends to provide valuable suggestions on the new third board listing progress and help auditors as well as accounting firms improve their auditing quality and efficiency at the same time.
