The Survey And Study On The Management Of Administrative Fees For Inspection And Quarantine In Z Port

Inspectionand Quarantine Administrative Fee is the highly important foreign trade revenue.In recent years, with the continuous advancement of government administration in accordance with the law and the rapid development of the economy, the management of administrative fees for inspection and quarantine is faced with a new problem of how to improve processing efficiency and adjusting the management charges accordingly.This paper takes Z Inspection and Quarantine Bureau as an example, comprehensive use of literature research, questionnaire survey, comparative study, and other methods.This paper puts forward the problems and analysises the problems in the administrative fees charges of Z Inspection and Quarantine Bureau; learning from the Maritime Department, the Customs Department, and some outstanding experiences,directly administered at the Inspection and Quarantine Bureaus, and puts forward the countermeasures to improve Z Inspection and Quarantine Bureau.The full text is divided into five chapters.Chapter one presents the background of this paper, domestic and foreign research literature review, researched ideas and methods and theoretical background.Chapter two introduces the investigation design of survey for the inspection and quarantine administrative fees of Z Inspection and Quarantine Bureau.Chapter three introduces the investigation results of the inspection and quarantine administrative fees of Z Inspection and Quarantine Bureau, and 6 problems are identified and analyzed in the management of Z Inspection and Quarantine Bureau, such as the need of the business guidance ability of the inspection and quarantine fees to be promoted, the need of the work instruction of the charge management to be further improved, the deficiency of charging method,unreasonable process of charging,enhance standardize levels of charges,imperfect system construction in audit fees.In view of the above problems, chapter four introduces administrative charges/taxes management of the Maritime Department, Customs Department, and some Inspection and Quarantine Departments in reference.On this basis, chapter five puts forward the countermeasures to improve the management of fees of Z Inspection and Quarantine Bureau, including the improvement of the structure of the charging management, the introduction of a comprehensive quality management system, the promote of the innovation in payment,the optimization of the charging process, the increase of publicity, and the improvement of the audit fees measures.The business volume of Z Inspection and Quarantine Bureau is in higher middle ranking of the whole system.The charging problems are quite universal in this sector.This paper puts forward the countermeasures of improving the fees management and helping to improve the charges management level of Z Inspection and Quarantine Bureau.In the same time, it also provides a reference for the other Inspection and Quarantine Bureaus to improve their management system.
