With the accelerating development of economic globalization, the progress of technology in countries(especially in developing countries) could be made not only by independent innovation, but also by technology introduction, digestion, absorption and re-innovation. Commonly, the latter saves much more time. In 2014, surpassing USA, China turned into the world’s largest Foreign direct investment(FDI) receiving country, which made a contribution to china’s economical development especially for high and new technology industry. During the “13th five years plan”, the national economic and social development will follow the guidance of " innovation, harmonize, environmental protection, opening-up, sharing”, which will further promote foreign direct investment, technological progress and sustainable development. Therefore, in-depth study of FDI’s technology spillover effect on green technological progress has great theoretical significance and practical value as well for it is consistent with national strategic demands.Based on summary of FDI’s technology spillover research, this paper built and used empirical analysis model to test the technology spillover effect of FDI on green technological progress, and the mainly research includes the following four aspects.(1) Using Inter-Temporal Data Envelopment Analysis to calculate and analyze the green technological progress in 30 provinces of mainland china during 1997-2013.(2) Refer to the International R&D spillovers LP model, to calculate the amount of foreign R&D that FDI Chinese provinces contains.(3) Measuring technology spillover effect of FDI on green technological progress of China, and comprising the spillovers effects between provinces.(4) Based on the Panel threshold model, test whether the five absorptive capacity factors, financial development level, degree of dependence on foreign trade, level of infrastructure construction, level of human capital, industrial services ratio will have threshold effect on technology spillover effect of FDI on green technological progress.The results of research mainly includes the following four aspects.(1) During 1997-2013,each year the figure of green technological progress in China is generally higher than 1,which shows that the progress of green technology is obviously in our country. And the technical progress calculated on without considering energy environment factors or using Inter-Temporal Data Envelopment Analysis is incorrect significantly.(2) There is remarkable technology spillover effect of FDI exists on Chinese green technological progress, but spillover effects different among East, Central and West area with the best of Central region.(3) For technology spillover effect of FDI on green technological progress, threshold features exist among five absorptive capacity factors, and the technology spillover effect of FDI on China obvious mostly when the absorbing ability is within the reasonable threshold interval.(4) In order to optimize the use of technology spillover effect of FDI on green technological progress in promoting China’s economic growth, we should intensify protection of ecology and optimize the industrial structure, enhance the level of utilizing foreign investment; reform of the financial system deeply, strengthen infrastructure construction, improve the domestic research and development investment and education funds investment, so as to absorb the advanced technology better.
