The Research On Kunshan Illness Medical Insurance System’s Implementation Situation, Problems And Countermeasures

Medical treatment of serious illness insurance, as an important part in the progress of medical and health system reformation, is based on the basic medical insurance which is led by the government and undertook by professional commercial insurance institutions. Medical treatment of serious illness insurance could rescue residents suffering from serious illness and high medical costs, which effectively prevent the urban and rural residents “poverty due to illness”. The system is so closely related to the health and life of the residents that the whole society pays close attention to it. But as a new thing, medical treatment of serious illness insurance is currently in the process of exploring. There are more or less issues in different places such as inaccurate grasp of serious illness, unclear scope of serious illness insurance, ineffective monitoring of implementation, unspecific desired effect, which need high degree of concern and further study. This paper integrated used Theory of Social Justice, Public Goods Theory, Government Responsibility Theory, and Government Purchase Public Service Theory to analyze motivation, expression, positive and practical defects of the medical treatment of serious illness insurance by taking Kunshan City as the research sample. Moreover, it systematic summarized and analyzed the causes of poor stability of existing sources of funds, insufficiency risk ability of fund, weak ability of commercial insurance and not-so-high level of protecting level. On the above basis, this paper proposed to further clarify the position, sound mechanism, strengthen the system of supervision and management, and improve ability and level of medical treatment of serious illness insurance for the local government to improve its medical treatment of serious illness insurance system.
