The Research On The Function Of County Government In The Process Of New Urbanization

China’s urbanization is a progress that on the premise of the gradual development of China’s scientific and technical level, continuous optimization and adjustment of industrial structure as well as significant increase of people’s production and living standard, rural population migrates to towns, meanwhile lifestyles, culture, customs and values of towns infiltrate into rural areas. As the most basic level of China’s governments which connects town and rural area, county government has important status and role in the promotion of urbanization. But currently under the new situation that new urbanization develops in full swing, some local governments advance work with full ownership, at the same time there are some unreasonable aspects of the functions and roles of these governments, which brings certain potential troubles to the realization of new urbanization. Therefore, to study the proper position where county governments should be located and the roles that they should play in the process of new urbanization will help county governments to put themselves in a proper position and positively transform government functions and roles, in the hope that they can better serve the people and better promote the all-round development of county economy, society and culture.First, this paper analyzes the difference between traditional urbanization and new urbanization in detail, besides, clarifies the relationship between county governments and new urbanization, on that basis, this paper specifies the new features of new urbanization and new demands on county governments of that, moreover identifies the reasonable responses of county governments to the new urbanization in theory; then, through case analysis of Hengdong county, this paper dissects the exploration and practice of China’s county governments in the process of new urbanization to find out lessons, problems and deficiencies; finally, with reference to domestic and international experience, this paper generalizes the case of Hengdong county and specifies that county governments should play some roles in the process of new urbanization that they ought to plan new towns, reform administrative system,promote economic development, perfect the public service system, help the poor people, protect traditional culture and coordinate the new urbanization of counties and so on.
