When the Chinese financial market developed more perfectly and the financial disintermediation improves to a further degree, enterprise’s dependence on bank credit gradually declined. The state called to develop the capital markets vigorously, broaden the enterprises’ direct financing channels, launch non-financial corporate debt financing tool and improve product innovation system. As a result, the size of our non-financial corporate debt financing market is expanding constantly. At present, the economic growth of China is slowing gradually, while the interest rate marketization process is accelerating and the internet financial is developing rapidly. The joint-stock commercial bank’s traditional business is hurt seriously, its profit space is squeezed severely and profitability is also declining. To improve the situation, the joint-stock commercial banks should adjust the business strategy, to treat the interbank bond market’s non-financial corporate debt financing tool underwriting business as a new profit growth point. As one of the commercial banks investment banking’s core business, non-financial corporate debt financing tool underwriting business can widen the channels of the profits, increase the intermediary business revenue. But due to the time that the commercial banks carry out the debt financing tool underwriting business is not long ago and this business is still in the exploratory stage, how to improve the business and expand the market share is a common problem that all commercial banks face.In this research, the N branch of X bank is the research object, introduce the debt financing tool underwriting business development situation of the N branch of X bank in detail, including its service team, the business process and the subsequent management situation, than introduce the business development strategy from three aspects——the service plan, marketing management and risk control; analyze the external resource of the debt financing tool underwriting business of the N branch of X bank from another three aspects——the needs of customers, competitors and the policy environment; furthermore, come up with countermeasures to promote the debt financing tool underwriting business of the N branch of X bank from four aspects——the business ability, target customers, product marketing and risk management, expecting to promote the bank debt financing tools underwriting business developing with leaps and bounds.Nowadays, N region faces with good opportunities for development due to "the Belt and Road", many high-quality companies need financial support through direct financing channels to seize the business development opportunities, so that they turn into the bank debt financing tools underwriting business’s ideal customers. Although the N branch of X bank has bond underwriting qualifications and business experience, but it is still at a disadvantage in the competition with state-owned commercial Banks and other joint-stock Banks. It has to adopted countermeasures to enhance the business level, which can improve its situation. The development problems and corresponding countermeasures in the debt financing tool underwriting business of the N branch of X bank have certain representativeness, which has a certain reference significance to other commercial banks in raising the debt financing tools underwriting business level and developing stably and rapidly.
