The Research On New Urbanization Of The Tianshan Northern Slope Economic Belt

Tianshan Northern Slope Economic Zone since 2000, was first proposed, it has been the focus of the regional government priorities. In 2010, the state promulgated the "National Planning main function", Tianshan Mountains to bring economic development to rise to the state’s key areas. Since then, not only is the regional Tianshan Mountains, it has become a national-level important economic growth pole.July 2011, "Tianshan Northern Slope Economic Zone Development Plan" submitted by the regional government to the National Development and Reform Commission,which culminated in November 2012 to obtain approval. As a national key development areas, one of the Tianshan Northern Slope Economic Zone, is a comprehensive economic and other aspects of the region’s strongest region, the entire economic and social development in Xinjiang have played an important and leading role of radiation. As for the Northern Slope Economic Zone in Central Asia, West Asia opening up an important window, is an important national energy, logistics,petrochemicals, foreign trade and the textile industry base. Tianshan Northern Slope Economic Zone is an important economic growth across Xinjiang level of economic development of the region plays a major role in the promotion and demonstration.Urbanization is a continuous process of social structure of rural society to an urban society gradual evolution, characterized by the proportion of agricultural population decline, the proportion of urban population increased, its essence is the industrial structure to industrial economy and the service economy from an agricultural economy, agricultural society into the industrial after the development of a social phenomenon. The new urbanization compared to the previous urbanization greater emphasis on people-oriented, continue to promote all aspects of rural urbanization, urban ecology, comprehensive and coordinated development of urban modernization. It requires focus and play a good role in the growth pole of the city center, to promote sustainable urban development, promote the optimization ofindustrial structure, employment structure, spatial structure, ecological environment,culture and other aspects of quality, improvement and development. Positive path of scientific development, social harmony, environment-friendly, urban and rural integration, intensive and efficient development road is an important requirement of the new urbanization. New Urbanization process should strive to improve the household population urbanization level, actively promote the farmers and the public to enjoy the same living conditions and public services. Vigorously to create livable,focusing on ecological civilization living environment. Enrich people’s material life and spiritual life, and strive to improve the well-being of residents.This paper introduces the theory of urbanization and abroad; then, the article outlines the development of the Tianshan Mountain Economic urbanization band;later, on urban economics, regional economics, and other related theories, using principal component analysis on the level of urbanization Tianshan Northern Slope economic zone counties empirical analysis; Finally, according to city and county level of urbanization combined with the country’s own development, given its new urbanization countermeasures. We want to promote economic growth and Tianshan Northern Slope Economic Zone of Tianshan Slope Economic Zone to promote the new urbanization healthy and orderly development to provide some reference value.Through the analysis we concluded that: the new urbanization Tianshan Northern Slope Economic Zone is the future trend of the Tianshan Northern Slope Economic Zone countries should seize the opportunity of building the Silk Road Economic Belt core area, efforts to address the new urbanization problems encountered in the process of building out a people-centered, sustainable intensive new urbanization.
