After the Reform of Forest Right System, management of forest in Collective Forest Regions was decentralized. Forest fire risk is different from one region to another, because of different natural conditions, geographical environment and economic development. So it is of great importance to study on forest fire risk partitioning of Southern Collective Forest Regions in China. Firstly, the paper established the index system of forest fire risk partitioning, and the principles of indexes collection and quantification were determined. Secondly, the paper introduced the general situation about forest fire of each province in Collective Forest Regions in the past decade. It was found that it were the common features of forest fire that the annual frequency of forest fires fluctuated greatly and affected forest area ratios stabilized. Thirdly, based on the provincial forest fire data and using the methods of cluster analysis and cluster validation, the paper established forest fire risk partitioning model of Southern Collective Forest Regions, and summarized the features of each risk areas. The results showed that:the area proportion of high, medium and low risk areas were greatly different; high risk areas tended to have less area of forest but forest fire happened more frequently and caused greater loss; low risk area usually included rich forest resources and forest fire was less harmful; the partitioning of provinces changes significantly over time.
