This paper is based on the research of optimal allocation of water resources "key project of National Natural Science Foundation Between Beijing and Inner Mongolia vegetation sand source area in construction"(5013904) and the Inner Mongolia Natural Science Foundation Project" natural elm sparse woods grassland evapotranspiration and environmental factors on"(2013MS0607) as the backing, the overlapping vegetation dual crop coefficient approach used in the FAO-56. The Otindy Sandy Area (Leymus chinensis, Salix Gordejevii, ELM) research and response to environmental factors. Based on the physiological characteristics, overlapping vegetation growth period canopy cover and meteorological factors, soil moisture and thermal characteristics were studied on the mechanism of water consumption of various growth stages of plant growth period.In this paper, the main research results:(1) This paper solved the crop coefficient of the composite of different plant growth development period, is deduced in time for the standard change of overlapping vegetation compound crop coefficient.(2) Based on the change of soil evaporation and soil moisture content of plant growth period of water stress conditions were analyzed, and the water stress coefficient of each growth stage is deduced and impact factor, on the basis of crop plants coefficient modification, and calculate the study area soil evaporation and plant the amount of actual evapotranspiration..(3) Using Isareg model study of overlapping plant evaporation mechanism in the study area, by typing in the study area soil information, weather information, such as data, calculate the composite plant evapotranspiration and soil evaporation between plants and dual crop coefficient calculation, comparing the water consumption of plants found that although the calculation results of two methods have certain differences but regularity is the same.(4) By comparing the calculation results of two methods, analysis due to the limitation of local soil, broken powder, lead to plant the growth period of water requirement cannot be met, resulting in plant growth and development in the study area is affected, this is the main cause of sparse vegetation in the study area.
