Loess Plateau is one of the most serious soil erosion areas of China, arid climate,regional rainfall is scarce, the scarcity of water resources, serious human and livestockdrinking water difficulties still exist in some areas. Since1996, the state to strengthen theconstruction of soil and water conservation in Loess Plateau area, the implementation of thetransformation of the slope farmland, dam, water, pond, pond and other engineering measuresof soil and water conservation, at the same time, in the face of the fragile ecologicalenvironment in the Loess Plateau Region, the state has implemented a series of forest andgrass measures and measures of agricultural technology, which not only effectively controlsoil erosion on the Loess Plateau, but also improve the conditions for agricultural productionin Loess Plateau area. Through investigation and statistics on the upper and middle reaches ofthe Yellow River seven provinces during1996-2007implementation measures of soil andwater conservation, agricultural population, cultivated area, grain yield per unit area andfarmers income and other indicators, analysis of the past ten years engineering measures ofsoil and water conservation, forest and grass measures and related technical measures impacton agricultural production in the Loess Plateau region, discusses the storage facilities, volumenumber, amount of water between change and drinking water related. The results are showedas follows:(1) Soil and water conservation measures can not only increase the high quality farmlandarea to cope with the increase in population of rural areas and land degradation problems, butalso natural disasters, debris flow, sediment silt, protect the safety of farmland. Such as1996~2007this ten years seven provinces of check dam construction amount increases129.1%,1733.94%increase in the number of water cellar construction, forest land areaincreased by40.34%, the area of arable land in various provinces of agricultural technologyof soil and water conservation measures and the proportion of total cultivated land weresignificantly enhance the. Ten years in the upper reaches of the Yellow River area vigorouslyimplement the measures of soil and water conservation, the local ecological environmentvulnerable to govern and some degree of protection, and to provide farming technical supportfor farmers.(2) The implementation of measures of soil and water conservation in the upper reaches of the Yellow River region, the agricultural production of the area and quality of arable land inthe region that have improved,59.34%average per unit area yield of grain growth in sevenprovinces for ten years, the total agricultural output growth of169.27%,182.74%growth inper capita net income. Soil and water conservation measures can solve the relationshipbetween land, environment, population and agricultural production, synchronous promotedthe regional ecological, social and economic benefits.(3) Soil and water conservation measures to improve rural drinking water conditions,increasing the per capita water resources, effectively ease the difficulty in drinking waterproblems. Check dam, pond has accumulated in the amount increased, check dam in theseyears in the engineering measures not only base is large, and the proportion is the largest.Analysis, Shaanxi Province, people and livestock drinking water volume growth rate reached860.2%. The local strengthen water conservancy construction of new rural, large reservoirs,ponds, water and other water conservation measures in rural areas, the amount of availablewater resources rise, and per capita water consumption has been greatly improved. Soil andwater conservation measures to solve some water problems, satisfy the need of drinking waterfor people and livestock and irrigation, improved the contradiction of water resource in theYellow River basin area of tension.
