Excessive pesticide residue is a major factor threatening the food security. How to standardize thepesticide application, reduce the pesticide residue and guarantee the food security have aroused greatconcern in the society and governments at all levels. As the farmers have low ability of bearing theoutput loss risk during the agricultural production, they would rather break the rule of applying thechemical pesticide in order to achieve stable or higher yield, the incidents that the pesticide polluted theagricultural products and the environment happened frequently. Aiming at such psychology of thefarmers, to implement the plant protection insurance system can guarantee the farmers free from theyield loss caused by the uncertain factors after standard plant protection treatment, and it couldeliminate the farmers’ motivation of unnormalized pesticide application from the management systemlevel, and enhance the normative application of the pesticide. Through the investigation and relatedanalysis of multi-area investigation result, this research proves the important role of the plant protectioninsurance system in the enhancing of normative application of the pesticide.This research selects the farmers of Jiangsu, Zhejiang and Shanghai as the investigation object.Through face-to-face interviewing with the farmers at their home, holding small conversation meetingsand filling the questionnaires, it investigates and analyzes the current status of the farmersnunnormative application of the pesticide. The result showed that the overall situation in these regionsare relatively positive, but the some problems also exist. is the problems are mainly reflected in thefollowing aspects. For instance, do not apply the pesticide according to the Pre-Harvest Intervalspecified on the pesticide label; Apply at higher dosage than that of specified on label. apply thepesticide out of the registered application scope, etc. Through the comparative analysis on the farmer households in different regions, it was found that the farmersh unnormative application of the pesticidein Shanghai, Jiangsu and Zhejiang is related to their age, education or training received, and expectedloss risk degree of the pest and disease damage, but does not have obvious correlation with theagricultural income of the households. It was proved that, most of farmers can apply the pesticideaccording to the instruction specified on the pesticide product label or the dosage and method stipulatedby the agricultural technician if there is plant protection insurance. It proves that the hypothesis re isplant protection insurance. d stipulated bsystem to eliminate the farmers’ motivation of unnormativeapplication of the pesticide, and it can enhace the normative application of the pesticide”ystem to eThis research also investigated the farmersc willings of the plant protection insurance and theirpremium affordability. The result showed that the farmers have relatively high insurance willing, buttheir premium affordability is weak. The Break-Even analysis indicates that, with the currentagricultural insurance financial subsidies, the premium paid by the farmer households with the highaffordability accounting for18.8%of the totality can reach the break even.The policy suggestions were thrown out in this paper, according to the technology level of pesticideapplication and current status of the plant protection insurance system:1. Select the region where the farmers have relatively higher premium affordability, carry out theexperimental unit demonstration of the plant protection insurance, and popularize the plantprotection insurance gradually2. Try to manage the pesticide sales and plant protection technology service in a integration system,establish and extend the pesticide prescription system in the application, market and circulationsystems. And relate the pesticide prescription system with the plant protection insurance system.3. Establish and popularize the plant protection forecasting and extending system of the Internet ofThings gradually.4. Improving the education level and professional status of farms, and raising the ratio of youngfarmers through the supporting policy.
