The average annual temperature and precipitation data of recent 40 years of 6 counties of Inner Mongolia xilingol league was collected to calculate herbage climate productivity by the Thornthwaite Memorial model. The 6 counties was devied into 3 types of grassland. East ujimqin and west ujimqin were used to represent typical savanes. Laura zuniga left banner and laura zuniga right banner were used to represent desert savanes. Taibus banner and duolun county were used to represent farming-pastoral zone. Variance Analysis, correlation analysis and regression analysis were did with annual average temperature, annual rainfall and herbage climate productivity data. The results show:(1) Temperature of 3 types of grassland of xilingol area increased in nearly 40 years, precipitation increased in the previous 30 years it invreased and then declined in the next 10 years. The tendency of the herbage climate productivity is similar to the change trend of precipitation.(2) The correlation between average anuual temperature and herbage climate productivity is significant and the correlation between anuual precipitation and herbage climate productivity is significant. The correlation index between average anuual temperature and herbage climate productivity is -0.376, The correlation index between anuual precipitation and herbage climate productivity is 0.957.(3) The herbage climate productivity 3 types of grassland of xilingol area is inflenced by temperature and precipitation, precipitation is the key point.that herbage climate productivity of 3 types of grassland increased with annual rainfall increased. The herbage climate productivity of farming-pastoral zone and west Ujimqin increased with the annual temperature increased. But for the east Ujimqin and the typical savanes and the desert savanes zone, the herbage climate productivity declined with the annual temperature increased, if the annual rainfall is below a certain threshold. It increasd with the annual temperature increased, if the annual rainfall is higer than the certain threshold.
