Research And Design Of Cotton Weather Index Insurance At Three Sites In Northern Shandong Province

Cotton was an important economic crop, at BinZhou, DeZhou and LiaoCheng in Northern Shandong Province. Due to the unique geographical location, In the cotton growing process, it Often encountered drought, even the rain and floods and other weather disasters, these disasters caused great fluctuations in production and seriously affected the farmers income. Weather index insurance was a new development of agricultural insurance, determined rates and damages by the objective meteorological data, built more efficient and lower cost contract claims, reducing economic losses caused by meteorological disasters for farmers and agriculture, it existed a huge and potential development. Thus, effectively identified cotton meteorological disasters and deepen researched on crop weather index insurance to promote the Northern Shandong Province agriculture development, popularized the agricultural weather index insurance in China.By drawing domestic and foreign research results, on the basis of meteorological disasters identification, used statistical software to analyze meteorological data, cotton yield and fertility data, established cotton drought index and rain index at three sites in Northern Shandong Province. The relationship between drought index, rain index, flood index and yield loss rate was analyzed quantitatively by constructing panel random effect model. Indemnity amount trigger value was calculated about drought index of whole growth stage and rain index of blooming period. Using the experience rating determined weather index insurance pure premium rate, finally the design of drought index of whole growth stage and rain index of blooming period were completed at three sites in Northern Shandong Province. This provided technology for policy-guided agricultural insurance.
