Soil erosion control in Fujian province, including the key county of Changting, has always attached great importance to the national and provincial government. The soil erosion control project of Changting county has been as one of the government’s people-centered programs for decades from 2000. In 2012, Fujian Provincial Committee and the provincial government has carried out key governance of the 22 serious soil erosion counties in Fujian Province. To assess the effectiveness of soil erosion control, the method of combining remote sensing and ground sentinel surveillance was used to evaluate the effectiveness of soil erosion control both the macro and micro aspects. The research result could provide a scientific basis for decision-making of government and relevant departments, provide technical support for the 22 key counties in the next process of soil erosion control and ecological construction. The main conclusions are as follows:(1) In 2012, the total area of soil erosion of the 22 key counties in Fujian Province is 5691.77km2, accounting for 12.58% of land area, of which class Ⅰ is the worst erosion of key counties, classⅡ followed. class I key of 5 counties have 16.45% soil erosion land, with 1966.87km2 area, class Ⅱof 6 key counties have 11.50% soil erosion land, with 1601.35km2area, and class Ⅲof 11 key counties have 10.97% of soil erosion, with 2123.55km2 area. Class Ⅰ,Ⅱ and Ⅲ key counties respectively accounted for 16.45%,28.13% and 37.31% of the total ersion area.(2) Anxi county is the largest erodion area country in the 22 key counties, followed Jian’ou county, and Pinghe county ranked the third. While from the erodion rate, the Anxi is still in first place, Zhao’an ranked second, Pinghe ranked third.(3) The period from 2011 to 2012, the area of about 5979.09km2 erosion land changed in different erodion degrees, accounting for 13.21% of the total area of the 22 key counties. The conversion ratio of changes mainly to the secondary level (i.e. lighter erosion direction), while less to a higher level.(4) Soil erosion of the 22 key counties show a downward trend from 1995 to 2012. The rate of average annual decline is 0.20% in 5 years from 1995 to 2000,0.12% in 8 years from 2000 to 2008,0.36% in 4 years from 2008 to 2011,0.54% in 1 year from 2011 to 2012 year, which reflecting the remarkable success achieved in strengthening governance.(5) After soil erosion control in soil erosion area, with the restoration of vegetation, soil and water conservation increased significantly, ecological and economic social benefits have increased significantly, while the physical and chemical properties of soil has also been improved. However, soil quality restoring is a long process, because the soil of the serious erosion area is extremely dry and barren, vegetation is difficult to survive. Restoring the soil fertility is not an easily work, that need to select the appropriate control measures, and through many years effort to achieve the purpose of soil erosion control and improve the ecological environment...
