ObjevtiveIn this study, Gaozhou People’s Hospital as a representative, through the ethical study of the behavior which public hospitals choose in the lack of government investment in order to achieve the public welfare, and then put forward some recommendations for improving government investment. Aims to do some research for our public hospitals welfare regression, provide a theoretical basis for public hospitals and government investment policies, promote the timely adjustment and improvement of the weak government investment policies, avoid shifting ethical views of the public welfare in the public health, in order to correct public hospitals’excessive market tendency and make public hospitals truly reflect the will of the government-run health, attribute the basic medical and health services to the property of the " public good ".MethodsIn this study, literature research, sociological studies, surveys and other research methods, analysis of variance, t test, nonparametric tests, such as statistical methods, an alternative method chain attribution theory analysis and medical ethics, the theory of administrative ethics, ethical theory of health economics, public goods theory, game theory and so on are used.ResultsThe amount of government investment determines the degree of public welfare in public hospitals. The lack of government investment has put a series of problems that violated administrative ethics, medical ethics, health economics ethics and other related ethical theory, promoted the public hospital into market, contrary to the "public" property of public hospitals, prompted the public welfare of public hospitals to miss. With the game between government and Gaozhou People’s Hospital, Gaozhou People’s Hospital and the patients, beware of the moral hazard of government and Gaozhou People’s Hospital. The medical income is growing in Gaozhou People’s Hospital, thanks to attract patients come for medical treatment, but the hospital’s medical costs are not remarkably lower than the same level or higher level public hospitals in the same region, not really match with the publicity of " Gaozhou pattern ",still lack of the public welfare of public hospitals.ConclusionIn order to return the public welfare in public hospitals, government investment required to improve from the following six areas:adhere to the ethical concept of respect for life, establish legal protection of government investment in public hospitals, establish the consciousness that basic medical and health services is public goods, improve government investment in public hospitals, improve the structure of government investment in public hospitals, and strengthen supervision of government investment in public hospitals.
