Establishing Connotative Construction Evaluation System Of Military Hospital And Carrying Applied Research

Military hospitals are an important composition of national healthcare service system. With the development of economy and society, military hospitals play more and more important roles in various actions, such as disaster relief, international peacekeeping, fighting SARS and the security of Olympic Games. The number of military hospital decreased from over 400 in 1950 s to less than 200 in 2010 s. Although the number of military hospital is decreasing, the scale, beneficial result, subjects, technology and talent pool have been significantly strengthened. For military hospitals with various scale and unbalanced personnel allocation, it is always a difficult problem that how to stratify the development levels of military hospitals through an assessment system with good operability and comparability.The driving force of this study is the inner development of military hospital in new era, and improving level of management of military hospital is the aim of this study. Major elements of this study are establishing main measurement evaluation system of connotative construction of military hospital. We hope to provide reference and instruction for military hospital and health administration to strengthen management, regulate operating services, improve technology and service, and promote innovation. Establishing main measurement evaluation system of connotative construction of military hospital could promote the scientific evaluation of the quality and level of military hospital development, and improve the connotative construction of military hospital. Establishing such system and carrying applied research is accordance with the actual situation of the military hospital development. They provide guarantee to improve battle effectiveness and establish researching hospital and researching subject, and they has a profound and far reaching significance for regulation and development of military hospital.This study chooses military hospitals as research subjects, including one general hospital and fifteen referral hospitals in some military region. From the concept of modern management, we study the performance evaluation theory of military hospital. Based on requirement and aim of the military hospital in new era, we established the main measurement evaluation system of connotative construction of military hospital, and carrying applied research of this system.Through the two years assessment, the military hospital further defined the direction of development, the ideas of scientific progress were solidified, and the appropriate measures had boosted the development of connotative construction of military hospital. Assessment of connotative construction is an important means to promote the development of military hospital, and it could guide the connotative construction, scale management, innovation and scientific progress. This evaluation system provides a valuable reference for other military hospital.
