With the continuous deepening of reform in the economic system and medical and health care system, the hospital performance assessment and management has been put on the great agenda, but is also facing great difficulty and complexity. Particularly in recent years, the employee treatment and doctor-patient relationship have become very sensitive topics. In 2009, the new medical and health care reform package clearly put forward that public hospitals must abide by the principles of public welfare and social benefits, indicating that a revolutionary change must be made in the performance policies of public hospitals and that the emphasis must be shifted away from the economic benefits and doctor income.Taking the clinical departments of X hospital as the specific research objects, after gaining a great amount of first-hand materials through means of personal observation, questionnaire survey and so on, this thesis sorted out the problems in the current performance assessment program, like deviation from the spirit of new medical reform, mismatch with the hospital strategy, neglect of process control and lack of guidance for the patients, By the theoretical and empirical research, analyzed the reasons underlying those problems, including old-fashioned values, outdated system and mechanism, insufficient medical resources and low level of hospital self-management. Furthermore, a questionnaire survey was carried out among the staff on their satisfaction towards the current performance program, focusing on four aspects involving 20 questions, namely, the scientificity and rationality of the current performance program, the formulation and implementation process of the performance program, the role of performance assessment towards individuals and its contribution to the hospital. According to the requirements of the spirit of the new medical reform, the strategic target of X hospital after being reintegrated, the difficulties needed to be resolved and the expectation of the staff, this thesis designed BSC for the clinical departments of X hospital and sent it to every clinical doctor, which not only solved the performance problem long troubling the hospital, but also provided precious tentative experiences for other hospitals with similar problems.
